Mr. Mamadou SANGAFOWA COULIBALY has been Minister of Agriculture since February 2010. Since the addition of the of the Rural Development portfolio to this ministry in January 2016, he has thus been the Minister Agriculture and Rural Development of Côte d’Ivoire.
Before taking on ministerial duties, he was from 2003 to 2010, Deputy Chief of Staff to the Minister Agriculture and Government Commissioner in the e Inter-professional Agricultural Research and Advisory Fund (FIRCA). During the same period, he chaired the Management Committee of National Agricultural Training Institute (I.N.F.P.A), while serving as Administrator at the Technology Demonstration and Promotion Centre (DDT) and the Coffee-Cocoa Regulation and Control Fund.
As Minister in charge of Agriculture, he set priority and ambitious objectives for the sector. These are mainly:
To implement efficient, competitive, profitable agriculture that can earn farmers substantial and sustainable revenue;
To develop and manage the sector through better trained farmers who fully carry out their duty to the State;
To organize sub-sector governance in line with sustainable development.
These objectives are part of the National Agricultural Investment Programme (PNIA) developed in 2012.
The development of the PNIA enabled Côte d’Ivoire to:
Reduce the rate of poverty in rural areas;
Consolidate its position as the world’s leading cocoa producer with a record yield of almost 2 million tonnes following the 2016-2017 campaign;
Become the world’s largest cashew nut producer with a 702,510 tonne yield;
Be the world’s main producer of kola nuts with 260,000 tonnes;
Maintain its position as Africa’s leading producer of several crops such as sweet bananas, rubber, etc.
In the 2015 report of the multinational law firm, LINKLATERS, Côte d’Ivoire is ranked the country with the most dynamic agricultural economy in Sub-Saharan Africa. The expert report by the law firm that was founded in 1838 is an authority influencing the investment decisions and policies of some of the largest global companies, financial institutions and governments.
Havas Horizons, an international think tank playing a development strategy advisory role for companies and institutions, has also expressed its satisfaction with Côte d’Ivoire. This is contained in its annual report for 2017 on African growth financing vision 2022. The findings of its survey carried out in 55 largest financial and banking institutions working in Africa places Côte d’Ivoire’s agricultural sector among the most prestigious and valued. This puts the country and Ethiopia in the leading position among the top 5 champions of Africa’s Agriculture.
Before dedicating himself entirely to the service of the Ivorian government, Mr Mamadou SANGAFOWA COULIBALY founded in 1992 his own company specialised in exporting agricultural products. This experience earned him “the Best Mango Brand Award by the Europe – Africa, Caribbean, Pacific Liaison Committee (COLEACP).
As part of his ministerial activities, he was appointed President of the 29th FAO Regional Conference for Africa by his peers in April 2016. He sets about the task of carrying out his two-year mandate by defending African positions on agricultural governance in all high-level decision-making bodies.
Mr Mamadou SANGAFOWA COULIBALY has been a member of the politburo of the Rally For Republicans (RDR) since its formation in 1994.
He has held several positions of responsibility related to his political activities and has been Member of Parliament for Korhogo commune since 2011. He has facilitated several political conferences both in Côte d’Ivoire and beyond Ivorian borders.
These represent his engagements in the service of his country that have earned him recognition of the Côte d’Ivoire Government which has distinguished him with the Officer in the National Order and Commander of the Order of Agricultural Merit national awards.
The most recent high distinction was in February 2017. Mr Mamadou SANGAFOWA COULIBALY a was actually awarded the French Commander of the Order of Agricultural Merit during the Paris International Agricultural Show, by French Minister of Agriculture Stéphane Le FOLL, acting on behalf of the French Government.
Finally, in terms of qualification, Mr Mamadou SANGAFOWA COULIBALY holds a Master of Science and Technical Studies from the University of Abidjan. He also pursued higher studies in Technical Accounting and Finance at the National Higher Institute of Technical Education of Yamoussoukro (I.N.S.E.T).
